I can't download a purchased item

I purchased an item in early 2012. When I look it up in iTunes, a message pops up indicating that I previously purchased the item, would I like to buy it again. Why can't I just download the item without buying it again?

iTunes-OTHER, OS X Mountain Lion (10.8.2)

If you want to redownload in iTunes Store

Click on the purchased link under Quick Links on the right.

Navigate to the music you want and click the Cloud button to re download at no extra cost
