I purchased iWorks (Pages, Keynote, Numbers) for my iPhone 5 a few weeks ago, I was under the impression that I'd also be able to to use these same apps on my MacBook Pro but iTunes won't install on my laptop. Do I have to buy again for the laptop? I want to be able to use both devices to work on files created and sync via the ICloud.

Yes, you do; while they have the same name, Apple needs to create and maintain them separately, and has chosen to charge for both.

The Mac version is different software, with more features and templates.
You buy the Mac OSX version from the App Store, the round blue icon with the calipers on your Dock.

The version you purchased is designed to run on the iOS operating system, which powers the iPhone. Mac OS X is a different operating system, thus it would need to be purchased again for the Mac.
Does iWorks have different programs for iPhone5 & MacBook Pro?
