i have few storage left in icloud,but i cannot go in settings because nothing is responding

i have a problem.i cannot go in settings.when i touch yhe screen nothing is responding.i do not have sufficent storage in icloud.i need to go in settings

Perform a Reset... Try again...

Reset ( No Data will be Lost )

Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.
