You can tap and hold down on the PDF icon in the body of the email and the Open In window appears. If the PDF is open on the screen, you should be able to tap on the open file somewhere on the screen - anywhere actually - and then tap the arrow in the upper right and the Open In Option should pop up again.

Now this only works if you have an app on the iPad that will save PDF files and iBooks is one of those apps. You are saying that this does not work for you?

In my case, 'Notes" is appearing instead of 'iBooks'.
