I-Cloud did not push my photos to I-Phone 5, I-Cloud did not push my photos to I-Phone 5

I have synchronized my I-Pad and I-Phone using I-Tunes, and also set up I-Cloud on both devices, but photos on my I-Pad has not been pushed to my I-Phone. What could be the reason because I tried setting up iCloud on another iPad and all my photos pushed automatically
