iPhone won't discover iPad Bluetooth

I had to get my iPhone replaced recently and now I can't get the Bluetooth on my iPhone to discover my iPad so I can use it to access the Internet. I've tried rebooting both of them, turning the Bluetooth on and off on each, I can't figure out what to do now.
