Apple ID reset problems

My email address is recognised as an apple ID but when I try to recreate my password by entering my date of birth, it tells me the date is wrong and as such I cannot proceed with resetting my Apple ID. When I ask to send me an email it does not arrive. What can I do to reset my Apple ID and password? Thanks
