if i restore my ipod will it delete my pictures

If the photos are in your Camera Roll album restoring from backup will restore the photos if they are in the backup

If you have a backup that contained those photos then yes you can. Just sync your ipod to itunes and restore from backup.

also you should be importing your photos over to your PC as you would a digital camera, then you can sync it back via itunes http://support.apple.com/kb/HT4083

If you have backup for your iPod touch, then it will not be deleted when you restore from a backup after you restore to factory settings.

If you don't have backup for your iPod touch, then Yes, it will be deleted unless you backup your data.
