why does not this system remember the location i opened/saved the last file for all the applications ???
is it a way to discourage me from using some non-apple stuff ??

It's up to the program to follow the Mac Toolbox guidelines. What program/s are you having issues with?

Again it depends on the programmer. If the software followed guidelines it will save to the latest used folder, if not it can be pretty random. I have 1 app that tries to save to my root folder because they couldn't be bothered to use the tools Apple offered them.
daniele - yes, that's one really annoying thing about the Mac OS. To get around it you could try installing Default Folder, which I find saves me a lot of time.
Techies may advise against DF because the way in which it operates requires it to "tamper" under the hood of the operating system, but in years of using DF I've never experienced any problems. And the "tampering" is not permanent, it only happens momentarily each time DF accesses your system,
But DF is pretty expensive for what it does. I paid for it because for me "time is money".

Do not install DF.
Apps that choose to ignore Apple's file framework (Reader, Libre Office etc) do so at their choice, if inconvenient to you why not buy Apps that are compliant (MS Office, iWorks) etc.

It is already a part of the Operating System. It has been in the OS for as long as it has existed.
However, it is apparently much too complicated for the software "engineers" at LibreOffice to implement.
i can't buy anything at the moment
especially if it is overpriced like "compliant" software which makes me pay extra money for features i don't need, i do not want to need, i don't want to get dependent on, they do not make my life better, they don't have anything i have overlooked or not thought about
it sounds arrogant but it is just selfdefense

To use free software is your choice, but when it doesn't have features you want please don't expect Apple to rewrite OSX because of it.

That is, as I have said, your choice.
If you won't contact Libre Office, won't buy something that fits your needs, and won't be bothered to hit cmd+D to put things on your desktop and put them where you want when you are done; we can't help you.
Apple offers all of the frameworks free of charge to ALL developers not just paid developers, it is up to those developers to make use of them.
