I downloaded an app (paid) on my Imac because my Ipad wasnt accessing internet for whatever reason. Now that the app is installed i can see no way of getting it onto my ipad. Is there any way to do this?

You can sync iOS applications from the iTunes library on a computer to an iPad.
You can't transfer Mac OS X or Windows applications to an iPad.

Since i dowloaded it from the Itunes store i should be able to get it onto my Ipad, correct? I checked the Apps store and the App i purchased is there, however it still is making me purchase it again through my itunes. When i dowloaded the App, is it possible to download a desktop version (like how there are tabs for iphone or ipad dowloads) because there is no option to to access Desktop dowloaded apps in the library. Sorry if this seems like a dumb question, i just got my IMac and unfamiliar with how to use it.
If you downloaded it from the iTunes App Store and not the Mac App Store, yes. Mac OS X and iOS are different architectures, and the applications for each need to be coded and maintained separately.

You can find your Mac App Store (for Mac OS) purchases in the Purchases section of the Mac App Store (launch it from your dock (it's not iTunes):
