How do I set up Microsoft outlook email on my iPhone and iPad?

Who is your email provider? Or are you talking about an Exchange account? Outlook is an email client for PCs and Macs. It is not a type of email account.
The provider is bigpond and the main reason that I'm trying to do this is to get rid of heaps of spam that has recenly started to arrive re weightloss etc and i find that i can set Outlook to delete junk but with bigpond I've not found a way to get rid of it.
The iPhone does not sync mail message with a desktop client. Only with the server. If bigpond doesn't have adequate server side mail filtering, maybe you should create a gmail account for yourself and set that up on the phone.
You can configure gmail to fetch the mail from your bigpond account. The server side filtering on gmail is excellent. I see very little spam and there are very few false positives.
