I tried this one and it worked really fine... Go to (C:\ProgramData\Apple\Installer Cache\) folder.... The directory which the error is coming from.... in it you'll find the folders Apple Software Update *xxxxxxx & AppleApplicationSupport *xxxxx... These folders appeared to be locked... Take Ownership of these folders and open them to unlock.... Close the windows and re-install iTunes as administrator and everything will go fine this time... I hope this helps.
Try right clicking the iTunes install file and choose "Run as administrator".
If that option is not available, log in as an administrator and install iTunes.
Okay, Jim. I tried the "run as administrator" option. It gave the same type of error, only difference being that "Apple Software Update 2.1.3.127" is replaced by "Apple Application Support 2.1.9". As for the other option, the account I am working in is the only account. It is the administrator account. They were both great ideas. Thanks for taking a stab at it. I am figuring out what doesn't work and that is better than nothing at all.

I am not sure, but I think it is worth trying to fix with the Microsft Installer cleanup utility.
Unfortunately the Microsoft Installer Cleanup utility has been withdrawn by Microsoft because of compatibility issues with Microsoft Office so you will need to find a copy elsewhere – the installer is msicuu2.exe. You need version 3.
Google msicuu2.exe download
mydigitallife or MajorGeeks in the above search have a copy of version 3
Check for malware before installing it.
Download a fresh copy of iTunes
http://www.apple.com/itunes/download/
Save the file on your PC.
Now use the following method to remove iTunes and its components:
XP

*If you hit a problem with one of the uninstalls don't worry*, carry on with the deleting of files and folders as directed in the method.
Restart your PC.
Run the Microsoft Installer Cleanup Utility. (Start > All Programs > Windows Install Clean Up)
If you get permission denied error, Try Run as Administrator – an option if you right click on the program.
Remove any references you find to the programs you removed - strictly speaking you only need to worry about those programs where the uninstall failed.
If you don’t see an entry for one of the programs that did *not* uninstall, look out for entries that start All Users that are blank entries or have numeric entries that look like version numbers
restart your PC and try installing iTunes

This is a latter response. I was unable to update from iTunes 11.20 to 11.4. Kept getting error unable to get file security. And then it named tie folder and file. I went to the folder it named. Shared that folder. Also Read only was clicked and I unclicked that. It installed fine. Same issue with Quicktimes. This is in Windows 8 Pro
Yep, I had not tried sharing the folders in quicktime but yes infact it worked. Dont know how or why itunes was able to install originally and what changed but sharing the Program Data folder did the trick. Anyone know if sharing the Program Data folder causes me a security issue?

I had this problem on my Windows 7 Professional/64bit PC.
I was desperately trying to uninstall a broken version of Safari to install a version. 😠
It kept getting to the end, reporting a problem then rolling back!
