I have Mac OS X Lion 10.7.5 and a brand new Apple TV. Why can't I find AirPort Mirroring?
It shows up in iTunes but not on my menu bar. I'm trying to share my full screen with my TV.

I believe you mean Airplay (not Airport) Mirroring. You need Mountain Lion (10.8) in order to be able to mirror your Mac to the Apple TV. Even then, the Mac needs to be a fairly recent model as indicated here: http://support.apple.com/kb/HT5404?viewlocale=en_US&locale=en_US
As diphosphane said, but if you Mac is pre mid-2011 (early 2011 for macBook Pro) a third party app called airparrot can help you to 'mirror'.
