My iPhone 4 has a symbol in the tool bar with a padlock sign with and arrow around it. The phone does not picture rotate anymore. How do you turn this off?

Portrait orientation lock.

Double tap the Home button...swipe left-to-right...far left is the orientation lock button...tap on/off.

That's the lock rotation symbol.

Double-click the Home button, and swipe the "recent apps" at the bottom to the right to reveal the lock rotation icon at the left.
