in my iPad3, hotspot is not available.

how can I set a personal hotspot??

Checked with your carrier to see if they support it on the iPad

If they do support it then you should have a Settings > General > Network > Personal Hotspot option

iOS: Understanding Personal Hotspot. Your carrier needs to support the feature and may make an additional charge on top of your normal data plan.
