I am sharing an iTunes account with my brother and mum but I won't to make a new iTunes account just for me how can I take all the apps on the other account and all the content on my iPhone and put it on the other other new account. Is this possible and if so how? Because I have many contact and apps and to get all the apps back would cost over $400

You cannot move content from 1 Account to another.
You can however have an iTunes with content from 2 Apple IDs.
Set your itunes up with your New Apple ID
Authorise your Machine with the old Apple ID
Then you can copy the content onto your new machine
If you have 2 apple IDs on one account will the other people using the other apple ID be able to share music and apps between accounts
And what do you mean by machine iPhone or computer
How do you change iTunes account but keep all your content
