While I suppose it it is possible that another brand might work with this, we have yet to learn of this being the case.
If you already have the Express in your hands, it won't hurt to try to configure it to "extend a wireless network", but I doubt that it will work.
Normally, you need two Apple routers on a network to be able to set up the "extend a wireless network" feature.

I didn't buy yet, that is why I must make sure that this device can be connected to Belkin dual band router.

You best chance for compatibility is to use the same manufacturer, so if you only buy one device, buy a Belkin extender or repeater. Check with Belkin support for more details.

You could also connect the two together with Powerline adapters, which creates an "extended" WiFi network.
