how can I restore my iphone4 IT IS NOT RESPONDING I ONLY HAVE THE APPLE SIGN

MY IPHONE GIVE ME THE SIGNIE OF UPDATING I SAID OK

AFTER DOWNLODING I GOT ONLY THE APPLE SIGINE AND IS NOT RESPONDING

WHEN I PUT IT TO CHARGE IT GAVE ME THE ITUNE SIGNE BUT MY COMPUTER GAVE ME AN ANSWER IT WILL BE RESTORED ON 12/2/2013

WHAT CAN I DO TO RESTORE MY IPHONE BACK
