ipad imessage not delivered

I have two idevices, iPod and iPad.

My iPod imessage works well, but my iPad imessage always shows 'not delivered'. At first, I doubt it is due to weak wifi network. But with the same wifi, my ipod can send imessage but iPad imessage is not delivered.

Somebody pls advise! 😕
