Photo Stream won't transfer pictures

Hi!

I have activated Photo Stream on both my iPhone 4S and my iPad 1, but no pictures are transfered... What's wrong? Both of the devices are connected to a public wifi at a university. I've also made a Photo Stream folder on the iPhone with the photos I want to transfer, and I've also tried to activate My photo stream on the iPhone for then taking a picture. I have the same iCloud accounts activated on both of the devices.

When you enable My Photo Stream on your devices, all new photos you take or import to those devices will be automatically added to your photo stream. On an iOS device, new photos you take will be automatically uploaded to your photo stream when you leave the Camera app and are connected to Wi-Fi. Note: My Photo Stream does not push photos over cellular connections.

Yes, its turned on on both devices. What do you mean by: "YOu can only transfer current pictures at the time you setup photostream on your phone and ipad" by the way? Do you mean that if you want to transfer seperate pictures without using automatic photo stream (or "My Photo Stream"), only "Shared Photo Streams," you have to

- make sure this is set up on both devices and that they are connected to wifi

- then add the pictures manually in a photo stream folder?

So in other words: Old photos in photo stream folders won't transfer?

I have the same apple id on both of the devices. I was talking about my e-mail setup which I think has nothing to do with the iCloud stuff... Today, however, some photos I shot when I was in a spesific place with wifi at the university were transfered automaticly through "My Photo Stream" (the folder you can't put things into manually). But when I went home, nothing would transfer...

I know there are two different wifi-networks at the university, where one of them is more secure than the other. I have access to the most secure one when I'm home. So I think the more secure university wifi is causing the problem. I will check tomorrow...

The wifi network is, hovever, a type used at many other universities around the world (eduroam). So it's strange if no one has had this problem before...
