I just purchased a PC with Windows 8, I could not transfer data from the old computer, what steps do I take to be able to sync my IPhone to my new computer.

I plugged my Iphone in but the phone is apparently not identified. Where do I get and how do I install Apple Software to accomplish keeping my phone up to date and synced?

iPhone 4S, iOS 6
