Is it possible to connect to my external hard drive that I have plugged in at home, on my personal internet, through an airport extreme, when I am at school for example or somewhere else?

Yes, it is called Back to my Mac. Unfortunately, this only works with Macs tied to your personal Apple ID so it won't work with school Macs (I've asked).

I am using my laptop, like on my external hard drive, i keep the majority of my files, and as i need them, i will pull them over to my laptop, is there a way to do this even though I am using my schools internet and not near my hard drive
OK, then you can just set up Back to my Mac on your AirPort Extreme. Then, in the "Shared" area of the Finder, your AirPort Extreme will automagically appear, even when you aren't on your own network.
