What can I access with a non-paying Apple developer account?

What content does a non-paying Apple developer account provide? For example, I would like to see the app store guidelines. Can I do so with the free account, and then pay later when I want to distribute my app?

Also you will need the paid account before you distribute because there is no way to test on a live device without a paid account.
