If they allowed some sort of Apple-blessed-little-tweak-space , they'd attract more customers and prevent weak points of jailbreak (by controling that space)... A lot of people will quit jailbreaking

And I agree I want some sort of tweaking, that doesn't require modification of the software, a bit like Android does.

A modification is a change made by the user to the OS to improve (at least in the user's perspective) something. You can accomplish that with a jailbroken device, but apple would not be apple it they allowed that.
