Q: Can't find my hotspot.

Sounds like you have tried all the normal suggestions so......

Did you confirm with your carrier that you have the tethering option with your iPhone?

I think you need to go to your carrier and confirm the cell phone package you have purchased.  It needs to be "turned" on at their end.

Basically a cellular data plan that supports tethering.

The cellular option or its alternative is above VPN & iTunes WiFi Sync in the same catagory, personal hotspot is "tethering" & it is listed below data roaming!

Setting >> General >> Cellular >> Cellular Data Network >> Reset Setting

Restart (hold on/off button >> slide to power off)
