If you save a document directly to iCloud from Pages, and then you delete the document by mistake, is there a way to recover it? According to Apple support, they cannot "undelete" from iCloud, but I imagine there must be a temp file or something.

You should be able to recover the document from your Macs back up, have you tried.
Where is that stored? Remember that this document was saved directly to iCloud from Pages. (this is for a friend of mind by the way, his daughter was saving all her school work to the cloud and deleted it from her iCloud account by mistake)
They'll know if they keep a back up.
Documents saved to the cloud are written to a hidden folder on your Mac. If your friend keeps a back up of their computer, they may be able to recover it.
I asked him to use spotlight to search for any of the documents. Do you know the location of the hidden folder? I don't think they have a backup such as time machine.
Open the User Library folder in the Finder. (When in the Finder, go to the Go menu, hold down the option key (alt) and choose Library when it appears in the Go menu)
Navigate to Library > Mobile Documents > com~apple~Pages > Documents.
Don't start fiddling about in there, it's hidden for a reason.
