I goofed up my iCloud and now dont have the App icon or whatever you call in on my Ipad. Can I get it back ..Am I able to get info from iCloud backed up from my iPad back to my iPad if I deleted it from my iPad by mistake?

The is no iCloud app icon on your iPad, unless you mean the icon on the Safari toolbar to access iCloud tabs. iCloud is enabled and configured in your settings, but you access your iCloud data through the apps you are syncing with iCloud. iCloud contacts are accessed through the Contacts app on your phone, Mail through the Mail app, Reminders through the Reminders app, etc.
You can also access some of this data on icloud.com from a computer. You can't, however, access icloud.com from your iPad.
how would I get info back to my iPad that I had backed up to iCloud?
Restoring to an iCloud backup has to be done in the initial setup process. If you have any data on your iPad now that is not in the backup that you want to save you'll need to do that first. Then go to Settings>General>Reset and tap Erase All Content and Settings. You will then go through the setup screens as you did when the phone was new. When given the option, choose Restore from iCloud Backup (see image below). Be sure you are connected to wifi and your charger as this will take some time to finish.
