I'm on an iPhone 5, running iOS 6.1 - I'm unable to create a hotspot, it keeps saying "contact carrier"? What gives?

Does your cell carrier support Personal Hotspot, and if so have you contacted them to sign up for that option?
So, contact your carrier if you want to use Personal Hotspot. Your carrier must support this. Read here:

Thanks, just read the link... Thing is - I work for the carrier, and know, for a fact, that we don't have restrictions like that... And it worked like a charm when I just got my iPhone... Something went wrong after the last updates (6.0 & 6.1) in that regard... I was hoping someone had a similar experience, and, perhaps had a solution...

Tele Greenland... But should it matter? As I said, I work there, and asked people knowing about 3G implementation and such... To no avail... Ofcourse I could be wrong, but I suspect a software issue... Am I totally off here?

This setting is controlled by the carrier file on the phone...perhaps you need to update the carrier file.
I don't see that Tele Greenland is an official carrier for the iPhone, so yes, that absolutely does matter. You can't presume anything when working with an unsupported carrier. As WJ suggested below, you may have to try and get an updated carrier file from your support staff. But you're basically on your own; Apple cannot help you with an unsupported carrier. You'll have to work this out with the technical staff at Tele.

Ok, could you point me to a page explaining this? (First I hear of it) and Kilted Tim - could you elaborate? I mean; it wasn't an issue with previous versions of iOS, for me it started after the latest updates... Did Apple change the relevant settings or something recently?

Always been this way. The carrier determines whether that setting appears or not, as not every carrier supports tethering.
hey bro just do this:
Settings > General > Reset > Reset Network Settings.
wait till reboot is complete then check it again. it should show up this time
