I have an iphone 4s with ATT, I can send and receive mms in imessage and receive mms from others but i cant send them if they dont have an iphone. does anyone know why!?

Check Settings > Messages > MMS Messaging. Is it "On"?
yes it is
Have you confirmed with AT&T that your MMS option is properly configured at their end?
no i just assumed it was since i can receive pics from other people? do i need to call them or go in to the store?
I believe you also need cellular data to be "On" -- Settings > General > Cellular > Cellular Data
