I am trying to accept the terms and condiions and there is no "accept the terms and conditions button" and I am unable to download apps until I accept the terms and conditions. Help, please and thank you...

Try purchasing the app using iTunes on your computer and see if you can agree to the terms and conditions when you try to do so there. If so, and you are able to purchase the app, you can either sync it to your phone, or, if you have Automatic Downloads turned on for Apps in Settings>iTunes & App Stores on your phone, it will automatically download to your phone.
