QCD Singapore do not repair cracked iPad screens?

On 7 Feb 13, my friend visited QCD Technology Pte Ltd at TradeHub21 (8 Boon Lay Way, #02-08) to repair his iPad whose screen broke. QCD is one of the Apple authorised service centres in Singapore.

The woman who was manning the counter told him in no uncertain terms that they (QCD) do not repair cracked screens and suggested that my friend buy a new iPad instead.

My friend was willing to pay for the repairs and was not claiming any warranty; is this Apple Singapore's repair policy now on cracked iPad screens?
