This is not pairing.


To get the same Applications on your iPad as on your Phone, you will need to use the same Apple ID on the iPad, and then enable automatic downloads.

You can also sync the iPad to the same computer as the iPhone or setup the new iPad from a backup form the Phone to get everything that is compatible with the iPad from the iPhone onto it.

For the Internet Access, if its a Wifi only iPad it can only use a Wifi connection to get on the internet, this is indpeendent of any cellular servide your phone has. If its a Wifi + Cellular version it can use a Wifi network or a Cellular network. However it would require its own Sim card and plan. Some Cellular providers offer packaged deals for more than one device. You would still need to contact your Cellular provider to find out about their plans.


You can also share your Phone's internet with the iPad if the phone has the Hotspot feature and the cellular carrier provides the feature as well.

You answer your phone as you would normally.


For facetime, you need some type of internet connection. Be it one you share from the phone, or a Wifi network near you. These are independent things.


You can use the Same Apple ID on both devices. Calls will come in too both for Facetime, but you can answer wherever you want.
