If the device follows Apple audio interface protocol, then you should see it in the Systm Preferences Sound window. If not, then check the manufacturers website, for the current driver to install on your computer first.

GarageBand can only "see" a MIDI or Audio interface if it is recognized by the system. It will be listed in the System Preferences (for Audio devices only) or the Audio MIDI Setup utility (for Audio and MIDI devices).
