Where are emergency alerts (WEA) stored on the iPhone? One popped up and disappeared before I could read it.

You don't need to go to Settings > Notifications to view the Notification Center.
The note in Settings simply tells you how to view them (on any screen).
Swipe the top of screen down from any screen to view notifications.
Just curious - how did you initially enable the WEA alerts? I can't find anything under Settings > Notifications to turn them on. Maybe AT&T doesn't offer them in NE yet. Thanks.
As I recall, AT&T has not started offering that service yet.
They are held in the Notification Center. All major phone carriers, as of this post, are required under penalty of law to transmit Emergency Alerts. You can disable two of them: Emergency Alerts and AMBER alerts. Emergency alerts are for civil danger (tornados, hurricanes, etc.) AMBER Alerts are child abductions. The third category is Presidential Alert message. All cellular phones built after April 2012 are required to recieve a Presidential Alert, in the event that there is a national emergency requiring the activation of the Emergency Alert System.
