I solved it. Time Machine doesn't open as an application. It's a standalon utility. (My terminology.) It only opens from the System Prefences General window.

This confuses me. Can't you open Time Machine in Finder or by the icon in the dock?
Here's more details.
Yesterday, moved Time Machine icon to my dock. (Time Machine had not yet been set up.)
Wouldn't open from the icon I had dragged to the Dock from LaunchPad.
Reinstalled Mountain Lion. (I've been recovering files since my MacBook died, and purchased a new iMac), two external HDs, and resuccitated my 750 (expressly for TM.) After reinstall of ML, still nothing from the icon on the dock.
Looked around the Support Groups. read about System Preferences.
Opened SP, clicked on Time Machine, voila!
Working every hour. (Well, that means twice.)
