I've reset the iPhone 5 and currently running iOS 6.1, but Siri voice is distorted, how do I fix it?

Settings > General > Siri. Then reset siri

There's no Reset Siri in Settings -> General -> Siri

Switch it off, then
Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears, ignore the Slide to Power Off that appears)
Note: You will not lose any data.

Is siri on in restrictions.

If on turn it off then turn it on again. Then try.
That's usually due to a bad data connection or the Siri server is overloaded.
From my observation, Siri's voice always sounds distorted on the first run after setting up a device. After normal use for a while, it will normalize.
@ckuan I've tried that and Siri voice still sound distorted and robotic
@Cscience1 I don't use Restrictions, I've disabled it
@paulcb I've tried it without data connection where it says Siri not available, connect to the internet, the voice still sound distorted and robotic
@stevejobsfan0123 How long will it take for Siri voice to go back to normal? Also I thought the Siri voice file is stored in the iPhone when it's not connected to the internet
Try restore from backup using iTunes.
I don't have a backup on iTunes, should I try and reset my iPhone again via Erase All Contents and Settings?
You will lose everything if you do Erase All Contents and Settings!
I don't have data stored on the iPhone, only just musics and free apps which I can redownload again, should I do Erase All Contents and Settings and see if Siri is back to normal?
In that case, I would do Restore a s new instead of Erase All Content and Settings.
