Help! My iPad has a glitch/problem!

Hello everyone, I have quite a problem with my iPad. Last night, a thingy that said "Not Enough Storage: this iPad cannot be backed up because there is not enough iCould storage..." popped up - a message I get quite frequently. When I do, I usually just click on "Close", but this time, for some reason, it will not let me click on it, or anything else. I can't turn it off, I can't click on ANYTHING. It has been like that for the past about 20 hours! The iPad is definitely working - I keep recieving emails, and if you hold down the home button Siri goes off - I just cannot do anything with the screen but click on "Close" or "Settings" (which has a reaction, it sort of "bounces back" if that makes sense -- so the screen is working). Should I take it somewhere to get it fixed, or does anyone know a potential solution? Please feel free to ask any questions. Thank you!!!
