You can't. Adobe never wrote a version for the iPad.

Flash is not supported on iPads, iPhones or iPods.

You can try one of the browser apps that support flash and see if they work for you.

Search for Puffin, iSwifter, Skyfire, Photon etc... Or simply flash player or flash browser.

To protect from malware the iPad will not download anything other than images in the Safari app. Any app to be downloaded must be in the App Store.

Forget about Flash. There is none for iOS devices.
