my ipod says "no wifi" and wont let me acces it.

I bought a used 2nd geneation ipod touch 16gb. when i bought it it was uncharged and unknown to me it was broken. the headphones wouldint work it wouldint stay on a song long enough for me to know what it was and the internet and bluetooth say "no wi-fi" and wont let me acces the settings for the bluetooth or wi-fi so i need help.thank you.
