storage is full

I keep getting a message stating my memory is almost full. It has deleted ALL of my note pad memos! Ive deleted pictures, itunes music, apps. Im not sure what else to do???!!! Its driving me crazy!

iPhone 4S, Windows 7, storage problems!!
