automatic app updates on devices when synced with iTunes

My devices Apps are not being updated during the Sync when i plug them into iTunes. Anyone know why that would be and how do i change the settings to fix this? I don't want to download the update on the computer and then again on the device, this will use up too much of our download limits each month.
