I have strong doubts that this is an official Apple page and offer. I can't imagine Apple giving away iPhones like this, and since Apple has no retail stores of their own in Portugal they would have no way to take pictures of stock like this. My guess is that this page is from a dealer claiming to be "Apple Portugal". But I have no way of confirming. This would probably an issue you would need to address with Facebook. You can try contacting Apple's official contacts in Portugal and ask them about it, though:

Apple can't do anything about spam since they're almost certainly not the ones sending it. If you can't get the sender to stop - they don't provide any sort of valid "opt out" method in the emails they're sending you - you'll need to take up the issue with your email service provider who will probably instruct you on how to block the messages.
