how can i recover a lost password for bootcamp?

Boot Camp is not an App, it does nothing except create a partition for Windows to be installed in. Windows does have a password.

I know of no way to recover a Boot Camp password (because there isn't one) If it is the Windows password then Microsofts forums will probably be better for Windows problems.

Can you boot to OSX?

There is no Boot Camp password, perhaps you mean that you forgot your Windows password?

Do not use Disk Utility to do this, you will have further problems. You use Boot Camp to make, and remove the partition, nothing else.
