When I ask Siri to remind me to call home when I leave work, I get the following message: "Your calendar service, which keeps track of your reminders, doesn’t allow location-based reminders." What do I need to do to solve this problem?

Go to settings, privacy and make sure you have location services turned on.
I have the same problem. Location services are all on. Working for everything except Siri calendar location won't work. What can I do? I have looked everywhere and Can't find any answers.
SOLUTION
I followed the advice on the link below and it worked.
The only additional thing I did was switch off the reminders in all of the other email accounts on my phone where they were activated. I then tried the location based reminders and they worked. I then switched the reminders back on again and the LBR *still* worked!

I had the same problem. For me, the Default List in the Reminders Settings was an Exchange calendar for work. I'm not sure why my "Tasks" (from my Outlook account with work) became the Default List instead of "Reminders." Anyway, after that quick fix, it worked fine.
SETTINGS > REMINDERS > DEFAULT LIST > REMINDERS
I know this is old, but this helped me. Changing the default Reminders list corrected my issue.

yes i change the settings in reminder/default list from exchange Task to my Icloud reminders ...thank you!
For me, I have to go to Settings > iCloud and then turn on Reminders before I get the option in Reminders to pick Reminders as the Default List.
If you have multiple "Mail, Contacts, and Calendars" accounts set up, it's likely that one (or more) of them does not support location-based reminders. Personally, I had "Reminders" enabled for an Exchange account at work. Exchange does not support location-based reminders. When I disabled that and verified that "Reminders" was enabled for my iCloud account, all worked properly.
I had the same problem after signing out of iCloud and signing back in. My reminders are only synced using my @iCloud.com email. For whatever reason I switched the default reminder account and it worked. Then switched the default reminder list to the one I prefer and everything is back on track.
