In my iphone 4s, presently the Roaming does not appear after selecting "Cellular" for me to enable or disable voice/data roaming. How can I activate that option? or will that option only appear when I travel abroad?

My iphone 4s is requesting the installation of Software Upgrade from iOS6.0.1 to iOS6.1. Is it safe to upgrade? I have a factory unlock iphone 4s bought from Apple store.
