I am making an Ipad application, is there a way I can have it download photos from the icloud?

I want to be able to access photos from the icloud and bring them into this application.

I'm new to programming in IOS and I'm having trouble figureing it out.

I couldn't do it without spending money and I'm a college student that doesn't have money.

It sait it was 99$ to get into that part of the site.
