i just bought a ipad and just like two hours ago and my ipad is saying "not charging", What does this mean?

it means exactly what it is telling you. Is it plugged into a wall or via the usb port and what is the remaining battery percentage?
its plugged into a pc and its remaining percentage is 86%. Im trying to sync it.
Your iPad will not charge from a PC. Use the provided mains charger.

why not? Mine charges from my mac when I plug it into the USB port..
i dont know it just says not charging at the top where the battery is.

Go ahead and sync. You have plenty of battery to get that done.
USB pours do not provide enough power to charge an iPad efficiently. Once you finish your sync go ahead and use your iPad. Put it on the charger that came with it later.
