Msg HTTP is stopping downloads

My husbands has iPhone 4S. When he goes to download new apps or updates he gets a msg 'too many HTTP redirects'. He is unable to download anything from the App Store. He has tried turning his phone off several times to no avail. Can anyone advise me how to fix this problem, please?
