I am trying to find the appropiate values to get an Elgato HD receiver to function at distant WiFi locations. Elgato states that their Public TCP port is 2170, but on my Time Capsule Airport Utility, there are 4 different ports a Public and Private UDP and a Public and
PrivateTCP. I tried to put the 2170 in the private and public TCP but it did not work Any suggestions

First you need to give the machine running EyeTV a static IP address on the local network. You do that in the Network preference pane. Then, on the router, you need to forward public TCP port 2170 to the same port on that machine, and likewise for public UDP port 1900.
If you've done everything right, then you should contact the developer for support.

Thanks for the input, I am not sure what you mean by static IP address, I have heard of the term, but not of meaning. I did go to Network preference and I did note an IP address of 10.0.1.2 (see screen shot). I have a Time Capsule so I went to airport utility, then to the time capsule and opened it up. I then went to network clicked on the port settings (EyeTV), then Edit and it brought me to port mapping (see Screen shot) I then entered the recommended port values (I did note that the IP address was different 10.0.1.5) any how it still would not let me save it. Any suggestions

A static IP address is one that is not assigned automatically by your router. You set it in the Network preference pane by clicking the Advanced button, selecting the TCP/IP tab in the sheet that opens, and selecting Manually from the Configure IPv4 menu. Then you have to know what to enter in the text fields. That in turn depends on how the router is set up.
You also need either a static external IP address from your ISP, or a dynamic DNS name for it.
This is advanced configuration, and you need some background knowledge of networking to be able to do it safely. If you really insist on trying it, you should get someone more experienced to help you. I know nothing about the product you're using and can't help with it.

I have had Elgato working on this, one tech actually did a remote control on my computer and still could not do it. They booted the problem to a higher tech level but I have been wating several days for that return call. Thank you for your input, I appreciate your time and expertise and your right I am not willing to get into something I know nothing about.

That's wrong. It has to be configured manually, as I wrote above. Otherwise port forwarding won't work.
I see what you are talkiing about, when I looked at it manually the IP address was all zeros. I finally had a tech contacted me, I will pose that question to him
