How do I get a refund for an app I never pruchased?

Some apps may be free to download, but some of them then allow you to make in-app purchases within them to unlock extra features. If you haven't downloaded that app or have downloaded it but not made any in-app purchases within it then you can contact iTunes support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

I tried that already. Now waiting for a reply form apple as there is no selection for refund or I did not athoize the purchase. The "Free" app gave no warning, I did not input my passoword, I have not used the app in days.

The process of trying to get a simple answer to how to get a refund is tipical of Apple. "do it our way or not at all".

Depending upon what version of iOS that you have on your device then you might have a Settings > General > Restrictions > Require Password option that you can set to 'Immediately'. You can also turn off in-app purchases via the Restrictions screen.
